The applicant who pays the application fee by bank payment (through Counter Payment) has to pay the amount in Himalayan Bank in separate vouchers for each educational program. Application fees for more than one academic program should not be paid from the same voucher.

3. Regarding the application of foreign students

  • Foreign candidates who are interested in studying in the seats reserved for foreign students must fill the online application form within the time limit mentioned in this notification.
  • While filling the form, the foreign candidate can apply only one of the following two options:
  • To participate in the entrance examination conducted by the Commission,
  • Completing the condition as per point (4) by participating in the latest integrated entrance examination of the national level of the respective country without participating in the entrance examination conducted by the commission.
  • While matching for admission to the seats reserved for foreign students, first priority will be given to the candidates who have participated in the entrance examination conducted by the commission and who are in the foreign category (foreign category).
  • Point 2 (a) For sub-groups, the candidates who do not participate in the entrance examination after accepting the condition of matching to the seats that become vacant after matching according to point number (3) but who have applied correctly within the specified time period for admission based on the score of the latest integrated entrance examination of the respective country Matching will be done according to merit order. For the purpose of determining the order of merit according to this point, the foreign candidate must upload a certificate of minimum 50th percentile in the latest integrated entrance exam results of the respective country or if the results are in the percentage system, when submitting the application, the certificate must be uploaded.
  • A separate detailed notice has been published on the Commission’s website in English language for foreign students.

4. Type of Entrance Test, Timing, Marks and Passing Marks

  • The question paper of the entrance examination will be objective and the answer sheet will be an OMR Sheet. Written exam will operated.
  • The duration of the examination will be three hours and full marks will be 200.
  • One mark will be awarded for each correct answer and marks will be deducted at the rate of 0.25 for each wrong answer.
  • (4) Minimum 50th percentile or above to be included in the merit order of integrated entrance examination.
  • Notwithstanding anything written in point (4), in the event that less than twice the number of available seats appear in the examination, there will be no obstacle to include the candidates who have scored 50% or more marks for the said educational program in the order of merit.

6. Examination Centre

The examination center will be in Kathmandu Valley. Details regarding the examination center will be mentioned in the admit card.

7. Admission Card

Candidates whose application form has been accepted can get the admit card five days before the date of the entrance exam by completing the following process through their profile:

  • Login to your profile
  • Clicking the Submit Program Application button on the Dashboard
  • Click on Download Admit Card button
  • Download and print the admit card

8. Certificates and documents to be submitted by the candidate

Scans/photographs of the following certificates/documents must be submitted. Scanned copies of photocopies/photographs will not be accepted.

  • The last six digits of the transaction number (TRN) of the application fee submitted voucher (in case of non-cash deposit).
  •  Digital copy of recent passport size photograph of the candidate.
  •  Certificate of Citizenship / National Identity Card in case of Nepali candidates and scanned copy / photo of passport or Aadhaar card in case of foreign candidates.
  • Transcript of Diploma or Proficiency Certificate Level or Class 12 or equivalent and Scan copy / photograph of equivalence certificate (if required).
  • In case of Nepali applicants who have studied from abroad, a scanned copy/photograph of equivalence certificate.
  • Scanned copy/photograph of the license issued by the concerned council in case of a subject requiring license.
  • A scanned copy/photograph of the recommendation certificate issued by the following authorities to prove that the person who wants to be a candidate in the reserved group designated for the purpose of scholarship.
  • Families of Martyrs, Families of Disappeared Persons, Families of Wounded Warriors and Persons from Conflict Victim Groups, evidence provided by the concerned District Administration Office.
  • In case of Dalits, tribal tribes, Khas Aryas, Madheshis, Tharu, Muslims, proof verified by the relevant commission, district administration office or local level.
  • In case of persons with disabilities, proof provided by the concerned local level along with an identity card.
  • Evidence certified by the head of the local level education branch in a form certified by the headmaster of the concerned school confirming that the person who has studied in a public school has studied in a public school from class 6 to class 10 in the modified format prescribed by the Medical Education Commission. The said form can be obtained by clicking on the Government School Format in the portal https://entrance.mec.gov.np.
  • Certificate of Nepalese citizenship obtained from the concerned district by persons from backward areas (Achham, Kalikot, Jajarkot, Jumla, Dolpa, Bajhang, Bajura, Mugu, Humla) and from the relevant local level stating that they are currently residing permanently in the same place, Evidence verified as after the date 08/01/2023
  • A letter of recommendation from a doctor registered with the Nepal Medical Council, in addition to other necessary recommendations for the injured or disabled person, stating that he is capable of studying the subject for which the candidate has applied.

   (8) Scan copy of photograph, certificate and document of the candidate / size and quality of photograph should be as follows.

  • Image file format: The image must be in the Joint Photographic Experts Group (JPEG) format with good quality.
  • Image file size: The maximum image file size is 200KB (kilobytes).

9. How to prepare a profile and submit an application form for filling an online application form.

Candidates should first create a profile using their email ID and password and this profile will be used forever to take the integrated entrance exam of the Medical Education Commission.

(1) Account and profile preparation process:-

  • To fill out the application form, first enter the website of the Medical Education Commission https://mec.gov.np  and click on the place where Online Application is written on the top bar. Then click on the Login button on the right side of the page that opens and on the register page that opens

  •  Nepalese and foreigner in Nationality in case of Nepali applicant on the next page In the case of applicants,You have to click on Foreign and enter your Full Name, Email, Contact Number, Password, Confirm Password and click on the Register button to create your user.
  •  An email will be sent to the email address mentioned by you for email ID verification. After logging in with your email ID and clicking on the Click here to verify link, you have to put the email that you used while registering the profile in the User Name box and the password in the Password box and click on the login button.
  • When you log in your profile for the first time, if you do not have email verification in the online application form filling system, the message “Please verify your email to continue” will be displayed and you will have to click on the link in the email message received on the registered email address to verify your email ID. If the verification message is not received in the registered email ID, you have to login to the profile to fill the application form and click on the Resend button next to the message “Please verify your email to continue” and go to the email ID and verify your email ID according to the above process.
  • After the email ID has been verified, you will have to log in to the online system of the Integrated Entrance Examination of the Medical Education Commission and click on the main dashboard.
  • When preparing the profile for the first time, the other details can be filled in only after paying the prescribed fee, so you have to click on the Make Payment button to pay the fee.
  • After this, the list of all the thirteen educational programs mentioned in the notification appears. You have to select the programs you want to fill the form by clicking on the checkbox at the beginning of the educational programs that meet the minimum qualifications. The total amount to be paid programmatically will be shown below the academic program you have chosen. You have to pay the fee by clicking on the button of the payment method you want to pay. If you want to make a cash deposit at the bank branch, click on the Update counter payment voucher button on the right side of each educational program and enter the last six digits of the voucher number and the mobile number mentioned in the bank voucher and click the Submit button.
  • After paying the fee, click on the Start Registration menu on the Dashboard, attach your personal details and related documents and click on the Save and continue button.
  • In the Qualifications section, the academic details and related documents should be kept and saved by clicking on the Save and continue button.
  • Click on the Add New button in the Professional Council section of the profile and save the council registration details by mentioning the details along with your council registration documents (only if necessary).
  • The details of the Experience section do not need to be filled as they are not required.
  • In the Reservation section, you have to click on the check box in front of the reservation group (Female, Dalit, Adibasi….) you want to fill the form, keep the related documents and click on the Save and continue button to save it.
  •  Details and documents can be added or corrected until the form is submitted after the profile is ready.
  • After uploading the documents with all the details, you have to submit the forms of each program that you have filled.

(2) Procedure for submission of application form:-

  • To submit an application, click on Submit Program Application on the Dashboard menu and click on Apply on the educational program you want to apply for, fill in all the details and tick the reservation group you want to apply for and click on Save and Submit Application at the end.
  • After submitting your form, its information will appear in your profile. If no details are found, an error message will appear and you will have to enter your details again and submit the form again through the above process.
  • After the form is submitted, the Status will be updated as In Progress, after which no details can be corrected.
  • After clicking on Submit Program Application in the Dashboard menu, the Confirmation Page can be downloaded from the Download Confirmation Page on the page that opens.

10. Provisions relating to selection in scholarships

  • According to Rule 20 of National Medical Education Regulations, 2077 (with amendments), Nepal

Fifty-five percent of the total scholarship seats available to the government for undergraduate level will be distributed based on the merit order of the open competition and forty-five percent of the reserved scholarship seats will be distributed based on the following percentages:

(2) If there are no candidates who have passed the examination (SEE) held at the end of class 6 to the end of class 10 of the secondary level in the reserved seat, candidates from the same community who have passed the examination at the end of the class 10 of the secondary level from other schools within Nepal will be selected.

(3) Out of the thirty-three percent seats reserved for women according to point (1)(a), three percent seats will be reserved for Dalit community women and two percent seats for Muslim community women.

(4) According to (e) of point (1), out of the twelve percent seats allocated for the Madhesi community, three percent of the seats will be for the people of the Madhesi Dalit community.

(5) According to point (3), if women from the respective communities are not available in the seats reserved for women from the Dalit community and women from the Muslim community, women from other communities will be selected for such seats according to the order of merit.

(6) If the person concerned is not available in the seat reserved for the Madhesi Dalit community according to point (4), the candidate who is in the order of merit of the Madhesi community will be selected for that seat.

(7) If the candidate of that group is not successful in the entrance examination in the seat allocated for a group, the seat allocated to that group will be converted into an open group after the procedure mentioned in clauses (5) and (6).

11. Arrangements regarding the conduction of the entrance examination

  • Identity card submitted along with the admit card and application form when coming to the entrance exam (National Id/ Nepali Citizenship in case of Nepali applicant; Passport or Aadhaar card in case of national applicant) will have to be brought mandatory. Photocopies of documents will not be accepted. Candidates who do not bring the mentioned documents will not be included in the examination.
  • Every examinee must be present at the examination center two hours before the commencement of the examination as necessary security checks will be conducted. Necessary security checks of the examinees can be done before and after entering the examination center.
  • The examinee’s ears and glasses can also be checked. Apart from power glasses, any other kind of glasses and also hearing aids are not allowed to be worn.
  • Candidates are not allowed to take calculators, pagers, mobile phones, Bluetooth, iPads, tablets, as well as any other electronic devices, bags, wallets, purses, watches, tips, etc. to the examination center and wear any jewelry.
  • Candidates who come 15 minutes after the commencement of the entrance examination will not be allowed to enter the examination hall.
  • The pen with black ink required by the examinee will be provided in the examination hall and the examination will be conducted using the same pen.
  • In the answer book (OMR Sheet), the answer that you think is correct should be filled in the circle (bubble) completely with the pen provided. Scrambled, keramed, torn answers will not be accepted.
  •  Candidates to leave the examination hall only after the expiry of the prescribed three hours will be given
  • If it is found that fake examinees have been set up and given the exam or attempts to give it are found, the examination of such examinees will be canceled and legal action will be taken.
  • Punishment according to prevailing law to the person who causes to act contrary to the dignity of examination.

12. Result publication, matching and admission process

  • Educational institution / educational institution through online system after publication of entrance examination results. Information will be published to determine the priority of the program (online priority setting). Candidates who do not determine priority will not be included in any other matching except wrap-up matching.
  • Information regarding matching will be published after the result of the entrance examination.
  • Open House Matching will be conducted in physical presence along with Biometric Verification to select the educational institution and educational program of the candidates who are in the merit order of the entrance examination of that group in the seats reserved for foreign students.
  • Candidates themselves will be published on the Commission’s website after completing the basis and process of Medical Education Integrated Entrance Examination and Student Admission Procedure, 2079, according to the priority determined by the candidate himself through the online system, as well as according to the reservation group and available seats in the educational institution.
  • Matching of scholarships and foreign groups will be done first. If the seats reserved for scholarship and foreign students become vacant after the admission of these groups, they will be converted into paid seats.
  • In the results of the entrance examination, the candidates who are in the merit order of the group will be allowed to participate in the matching only in the seats allocated for the same group.
  • Candidates who have been selected after matching must submit all the certificates/documents and their photocopies as prescribed by the university or institute for admission.
  • If a candidate is admitted by submitting false information in the entrance examination and admission process, the admission may be canceled at any time.

13. In confession

At the time of admission, the students who are selected for the scholarship will have to submit a confession as per Schedule-6 of the National Medical Education Regulations, 2077 (including amendments).

14. Miscellaneous

  • Since it is necessary to log in and use the personal profile of the examinee created to apply for the entrance examination, the login password should be kept confidential and safe.
  • Applicants should keep the details such as exam application confirmation page, exam progress scorecard, admission card etc. from their profile by clicking on the relevant download of the profile.
  • hen applying or exchanging correspondence or emails with the examination directorate, the program, name, mobile number, voucher number and after the examination roll number is established, the personal details of the examinee including the roll number must be mentioned compulsorily until the examination roll number is established. If the same person has to email repeatedly, he should write a reply or forward in the previous email thread. Correspondence via email on urgent matters related to this entrance examination should be sent to the directorate’s email address at entrance@mec.gov.np.
  • (4)   By scanning the following QR code, one can go to the web portal and syllabus page launched by the commission to fill the examination application form.

Note:

  •  Applications that are not submitted by the commission within the specified period or do not meet the eligibility requirements or other specified details are not disclosed or are not in accordance with the prescribed format will not be accepted.
  • The certificates and documents attached to the application must be submitted within the last date of application.
  • Answer sheets without the correct examination roll number and set of question papers will be canceled.
  • If you have any problem while filling the application form, you can contact the commission’s telephone number 016639413 during office hours and get the necessary assistance.
  • Details regarding seats will be published on the Commission’s website.
  • Candidates should study and follow all the details mentioned in the admit card.
  • The same mobile number of the candidate should be mentioned in the online form and the entrance exam fee payment voucher.
  • The application form should be filled only after studying the notice.
  • In the case of a certificate or document with more than one page, a single PDF should be created and uploaded by taking a photo or scanning from the entire document so that the details of all the pages are included.
  • Candidates applying for more than one program can fill the form without taking the exam according to the exam schedule.
  • The application fee paid will not be refunded.
  • Candidates filling the application form for more than one academic program must submit the same personal details, signature, mobile number and photograph for all the programs.
  •  A separate qualification and matching will be done for each educational program, but after a candidate is matched and admitted to one of the educational programs, he/she will be removed from the matching process of all other programs.
  • The syllabus of the Integrated Entrance Test can be obtained from the Commission’s website.
