Overview

After the Institute of Medicine Nepal under Tribhuvan University was founded in 1972, health professional education in Nepal officially began with the training of intermediate level human resources. The Institute of Medicine began offering undergraduate courses in 1978 and graduate programmes in 1982. Similar to the 1993 establishment of the BP Koirala Institute of Health Sciences in eastern Nepal, the Kathmandu University-affiliated Manipal Academy of Health Sciences was founded in the same year as Kathmandu University. The MBBS programme was launched in 2001 at the Kathmandu University School of Medical Sciences as a constituent campus. Next, the Patan Academy of Health Sciences and the National Academy of Medical Sciences were founded in 2002 and 2008, respectively.

The institutions in Nepal saw the necessity to begin the higher level speciality courses in line with the trends and developments in the area of medical education on a worldwide scale. Kathmandu University established the DM/ MCh programme in Nepal in 1999 at Bir Hospital. Following the founding of the National Academy of Medical Sciences, NAMS assumed control of the DM/MCh programme in 2004, beginning with MCh programmes. Similar to this, BP Koirala Institute of Health Sciences debuted in 2013 and Institute of Medicine’s DM/ MCh programme began in 2008 (starting with MCh Programmes).According to the National Medical Education Act of 2075, the Medical Education Commission is in charge of conducting the Common Entrance Examination for undergraduate, graduate, and professional programmes.

Notice for Foreign Candidates For Common Entrance Examination of DM/MCH

Medical Education Commission calls the online application to select candidates on the basis of merit for the following DM/MCH programs run by different Universities and Health Science Academies throughout the country. The online application is called from all eligible foreign candidates from July 6, 2023, 10:00 AM to July 19, 2023, through web portal of Medical Education Commission https://entrance.mec.gov.np:81/Account/Login.

• A message for email ID verification will be sent to the email address mentioned while creating profile. After logging in your email and clicking on the verification link, email account will be verified and activated.
• Candidate have to log-in by putting the email mentioned in the User Name box and the Password set while registering in the Password box.
• When log-in the candidate’s profile for the first time, if the profile is not verified /activated then the message “Please verify your email to continue” will be displayed and you will have to click on the link in the email message received on the registered email address and verify your email ID. If the email verification message is not received in the registered email, you have to log-in to the profile and click on the Resend button next to the message please verify your email to continue and go to the email ID and verify your email ID according to the above process.
• After the email id verified, you will have to re-login to the online system of the Common Entrance Examination of the Medical Education Commission and enter the main dashboard.
• For preparing the profile for the first time candidate have to pay the prescribed fees and then other details can be filled, so you have to click on the make Payment button to pay the fee.
• After this, the list of all the five programs appears. According to candidate’s eligibility, she/he have to select the program/s by clicking on the check box at the beginning of the program/s you want to fill the form. The total amount to be paid program wise will be shown below the academic program you have chosen. You have to pay the fee by clicking on the button of the payment method you want to pay. Or it the cash has been deposited in the branch of the Himalayan Bank Limited, then the six digits of the voucher should be mentioned and proceed.
• After paying the fees, click on the Basic Information menu, candidate must fill personal details, click on Save and continue, and after mentioning the educational details in the Qualifications section, click on the Save button.
• Click on the Add New button in the Experience section of the profile and mention the details of experience and save the experience details by clicking on the save button.
•  Click on the Add New button in the Professional Council section of the profile and save the details of the council registration of the specialization by mentioning the details along with the documents of the respective country’s council registration.
• Click on the check box foreign category in the Reservation section and save the details along with the documents.
• After profile is ready, candidates can add or correct the details and documents will submitting the form. Candidate can use this profile to fill the application from in the future.
• After updating all the details, application must be submitted to take an account.
• Procedure for submission of application form:
• To submit an application, click on submit Program Application in the Dashboard menu and click on View Details in the educational program you want to apply for, and after checking all the details, click on Submit Application at the end.
• After submitting your form, its information will appear in your profile. If no details are found, an error message will appear and you have to enter your details again and submit the form again through the above process.
• No details can be corrected after submission of the form.

• Provision regarding admit card

Five days before the day of the entrance exam, candidate have to login to own profile, click on the Submit Program Application button on the dashboard, click on the Download Admit Card button and download and print the admit card and must bring along with the entrance examination. Candidates should carefully study and follow all the details mentioned in the admit card.

Objective

Exam Process

1. Official correspondence was sent to the institutions administering the DM/MCh entrance exams asking them to present the current DM/MCh programmes they are running as well as the entrance exam syllabus.

2. Different institutions’ associated discipline curricula were collected.

3. With the use of prepared papers that were readily available, a committee of specialists from numerous universities who represented relevant subjects developed a single curriculum.

4. Regulatory authorities and the leaders of the institutions in question met.

5. In order to increase material coverage and to keep up with current practise, it was decided to establish a 3-hour entrance exam paper with 200 multiple-choice questions. By reducing the contenders’ shared marks, this will also aid in differentiating the candidates.

Note:

• Single Best Response Type (Type A) multiple choice questions (MCQs) with four alternatives will be used, and the paper setter has been instructed that the MCQs’ stems or vignettes shouldn’t be more than 60 words.
• Adopt a criterion-referenced test with a pass rate of 50% and no failing grades.

MEC

1. DM (Medical Specialties)- An advanced programme in medicine is the Doctor of Medicine, or DM. A candidate receives a Post Graduate Super Speciality Degree after successfully completing this course. It lasts for three years, which also covers the time it takes for the exam.

Eligibility criteria

• It is a requirement that all overseas applicants submit their application forms before the deadline.
• If the number of foreign merit candidates is less than the number of seats designated for foreign candidates, matching will only be done once, and all candidates must have a minimum score of 50% on the entrance test to be eligible for admission.

Admission process

• Once the application has been completed, the self-declaration and uploading of the required papers must be completed. Reviewing, editing, and saving the application before submitting it is encouraged. The application cannot be changed after it has been submitted.
• All programmes will receive a total score of 200. The 50th percentile score is the cutoff for admission. Three hours will be allotted for the test.
• The procedure of open house matching will be used to choose the applicants.
• If there are fewer merit applicants than there are seats available for candidates, just one round of matching will be conducted.
• Moving on, the remaining seats will be reallocated to Nepalese open seats.
• When applying to a university or academy, candidates who are chosen for admission are required to present original documentation.
• The residence does not permit private practise.
• All rights surrounding entrance examination are reserved by the Medical Education Common Entrance Examination Committee.
• All travel plans must be made by the candidates. Candidates must follow the government of Nepal’s existing laws and regulations.
• If proven guilty of providing false documents and the wrong identity, a student may be expelled at any time (even after being admitted).

Admit card

The candidate must log onto their profile five days before to the entrance exam, click the Submit Programme Application button on the dashboard, then click the Download Admit Card option to download and print their admit card, which they must present to the entrance exam. Candidates must carefully read and adhere to all of the instructions on the admission card.

Application Process

Foreign Students need to first create their profile and then proceed to fill the application form.

During filling of form details foreign students are required to choose any of the below mentioned options.

Submission of the Application:

To submit an application, select Submit Programme Application from the Dashboard menu, then select View Details to review all the information about the educational programme you wish to apply for. Finally, select Submit Application to complete the process.

Your profile will reflect the information from your form after you’ve submitted it. If no information is detected, an error notice will show up and you will need to reenter your information and submit the form using the methods described above.

After the form has been submitted, no details can be changed.

1. On what basis is the tuition fee for medical education determined? In how many years is it reviewed? How can I get information about subject-wise, level-wise fees?

Ans:

National Medical Act 2075, Section 18(1) A – states that “the commission shall determine the fee taking into account the costs and operating expenses of the university, establishment or educational institution, inflation, geographical location, scholarships and free services”. The Commission determines the tuition fee on the same basis. The Commission forms a recommendation committee for the determination of tuition fees and determines the tuition fees based on the recommendations of the recommendation committee. Therefore, the rate of tuition fees for each academic semester may be different.

The details of the fees that may be changed annually are published on the Commission’s website. The details of category/programme fees for various subjects determined by the Medical Education Commission for the academic year 2079/080 are available on the Commission’s website www.mec.gov.np.

2. Are students studying on scholarship allowed to change subjects and educational institutions or not?

Ans:

Generally, students studying on scholarship cannot change subjects and educational institutions.

3. After the seats are determined by the executive committee, they are published on the Commission’s website for public information.

Ans:

There is no such thing as a maximum or a minimum as seats are determined according to the infrastructure, manpower, national and international practices and standards, focusing on the students’ learning.

4. How can the general public get information about how many seats and of which organization?

Ans:

After the seat is decided by the executive committee, it is published on the Commission’s website for public information.

5. How does the commission determine the seats of institutions that study medical education?

Ans:

The Standards Directorate of the Commission sets the standards of educational institutions. Based on these standards, a self-appraisal tool (Self Appraisal Tool / Yard Stick) has been developed. Information and information requested in the self-evaluation tool should be filled and provided by the relevant educational institution. Based on the information of the self-evaluation tool provided in that way, verification and monitoring is done by a group of experts appointed by the commission. Based on the recommendations of the Monitoring Group (Team), the Seat Determination Recommendation Committee prepares a report and submits it to the Executive Committee of the Commission.

6. Can educational institutes charge higher tuition fees than prescribed by the Medical Education Commission or not? What should I do if I am charged more?

Ans:

Since the teaching fee set by the Medical Education Commission is the maximum fee, no educational institution can charge more than the fee set by the Commission. If more fees are charged, a complaint can be made or information can be given to the district administration office of the concerned district, the concerned university and the medical education commission.

7. Is it compulsory to stay in the accommodation (hostel) of the educational institution or not?

Ans:

It is not compulsory to stay in the accommodation (hostel) of the educational institution, but must attend the classes designated by the educational institution on time as well as fulfill their study-related responsibilities.

8. What other fees should be paid while studying in educational institutions?

Ans:

It is not compulsory to pay any fees other than the tuition fees specified by the commission. Accommodation, food etc. may have to be paid in agreement with the concerned educational institution and the student/parent.

9. Are the tuition fees different or the same in different institutions that study/provide medical education in Nepal? Is it the same?

Ans:

In the MVVS program at the graduate level, the tuition fees of educational institutions outside the valley and within the valley are different. All other programs and educational institutions are the same.

10. What are the responsibilities of a student studying on a scholarship?

Ans:

Responsibilities of the studying student will be as follows:

• After being selected for the scholarship, one has to enroll in the respective university or institute,

• Regular studies should be done within the prevailing rules and discipline of the relevant educational institution,

• Can’t be left in the middle,

• The study must be completed within the prescribed period,

*• After completing the studies, according to the section 38 (1) of the Act, one year in remote and one year in Sugam must be compulsory service assigned by the Government of Nepal.

11. What does tuition fee mean in medical education?

Ans:

The National Medical Act 2075 clearly states that the term “teaching fee” means admission, teaching, lab, library, community training or examination fees charged by the educational institution throughout the study period of medical education and the term also refers to other fees charged by the educational institution with the approval of the Commission.

12. How to get a letter of intent and add a program?

Ans:

If any new educational institution is interested in conducting programs under medical education, if it needs to get a letter of intent according to section 11 of the Medical Education Act 2075, and if the educational institution that is conducting medical education programs needs to conduct additional programs, it should complete the process according to the internal procedures related to letter of intent, affiliation and accreditation, 2078. The procedure is available on the Commission’s website.

13. What conditions must be fulfilled by the educational institution that has received the Letter of Intent for the recommendation of the relationship?

Ans:

The educational institution receiving the Letter of Intent must meet the following conditions for recommendation of affiliation:

• Fulfilled the conditions mentioned in the Letter of Intent,

• For programs that require a hospital, have fully operated their own hospital with the specified number of beds for three consecutive years after taking approval according to the prevailing law.

• Completed the standards determined by the commission and the standards prescribed by the prevailing law.

• Submitted proof of eligibility to obtain affiliation from the University / Council.

• Completed the physical, academic and educational infrastructure as specified in the schedule.

• Attached Self Assessment Report.

• Completing all procedures prescribed by prevailing laws.

14. Where and when should one apply for the letter of intent to establish an institution in order to conduct medical education programs ?

Ans:

Those who wish to establish an institution to conduct medical education programs under the university/institution can submit an application to the commission for a letter of intent in the month of June every year. There is a provision that an application can be submitted within the month of June of every year on the recommendation of the council for running the programs under the council. For the letter of intent, the application should be submitted in the prescribed format along with the recommendation of the concerned university/institute or council after completing the process according to the National Medical Education Act, 2075, the National Medical Education Regulations, 2077 and internal procedures related to letter of intent, affiliation and accreditation, 2078.

15. How much fees should be paid to obtain a foreign study permit for medical education at the undergraduate level, postgraduate level, fellowship program and higher level training? If the permit is not available, will the amount be refunded or not?

Ans:

Regarding the foreign study permit for medical education, Rs.3000/- (three thousand) for undergraduate level and Rs.5000/- (five thousand) for fellowship program for postgraduate level or above should be paid to the Commission’s account in Himalayan Bank through the prescribed method.

If the person who has paid the fee in this way cannot be granted a permit without meeting the specified criteria, the amount is non-refundable, so the amount must be paid only after confirming if s/he is eligible or not to get the permit.

16. Can students who have completed their studies in less time than the equivalent level of Nepal get a study permit letter (Eligibility Letter) or not?

Ans:

After completing the foreign study, the equivalency certificate must be obtained from the Curriculum Development Center under Tribhuvan University. Eligibility letters will not be issued because the program which is taught in any level and subject of medical education for a shorter period than in Nepal will not get equivalence from the Curriculum Development Center and will not be registered with the relevant professional council.

17. Can those who go to study abroad without taking the integrated entrance exam of the commission or those who are not qualified after taking it get a study permit (Eligibility Letter) or not?

Ans:

A person who has not given the integrated entrance examination conducted by the commission or who has not qualified after taking the examination or has qualified in the entrance examination directly, but the validity period of the results prescribed by the law has expired, cannot get a study permit to study abroad. However, in case of passing the national level written entrance exam of the respective country designated by the commission, the student can be granted permission to study in the same country after obtaining a minimum score of 50 percent or equivalent to the 50th percentile.

18. How long can a Nepali citizen, with what specific qualifications, get an Eligibility Letter?

Ans:

Nepalese citizens who have passed the entrance examination conducted by the commission will get a permit to study the level and subject they have passed the entrance examination before the results of the next entrance examination are published, but those who want to study subjects that have not been conducted by the commission will need to pass the entrance examination of a similar subject at the same level. , (For example, passed the entrance exam of a subject such as BPH, VMLT taken by the commission for students who have taken bio group +2 or similar to study the subject of anesthesia at the undergraduate level).

Ans:

According to the National Board of Medical Specialties Program Operation Procedure 2077, the specialty level program will be equivalent to the postgraduate level and the subspecialty level program will be equivalent to the higher level.

23. What is the provision regarding the degree of specialty and subspecialty program?

Ans:

Section 6 (j) of the National Medical Education Act 2075, under the commission’s duties and powers, there is a provision to award degrees to doctors who pass the examination conducted by the National Board of Medical Specialties.

24. Who conducts the Final Exit Exam of the students who have enrolled and completed their studies in the NBMS program?

Ans:

25. What are the qualifications to study in the program of the National Board of Medical Specialties?

Ans:

Before going to a foreign university or educational institution to study higher education towards medical education, you should get a study permit (Eligibility Letter) from the commission. Since it will be registered with the professional council related to the subject studied only after submitting the application with the Eligibility Letter, it is mandatory to obtain the permit before going to study. But if someone went to study abroad before August 15, 2077 (October 1, 2020) without taking that permit and was eligible to get a study permit in that year, such students should apply to the relevant business council.

29. What are the duties and rights of the National Board of Medical Specialties?

Ans:

As mentioned in Rule 31 of the National Medical Education Regulations 2077, its main scope is as follows:

• To prepare curriculum for conducting programs of specialties

• To identify institutions and faculties to conduct programs of specialties in health institutions that have completed the infrastructure.

• Conducting or conducting examinations of National Board of Medical Specialties to prepare a list of faculty and participants for studies in clinical disciplines of specialties.

Ans:

As mentioned in section 28 (d) of the National Medical Education Act 2075, the directorate-board is one of the four directorates established under the Medical Education Commission. Ans:

The Medical Education Commission is to prepare the national curriculum format/blueprint for the field of medical education and maintain the format and uniformity of the national curriculum.

32. What are the provisions related to student selection in the scholarships received by the Commission from abroad through the Government of Nepal?

Ans:

If the matching process of the integrated entrance examination of the relevant level has not been completed while choosing the scholarship seat received from abroad, then the students will be selected through the matching system by determining the priority for the educational institutions of Nepal and the scholarship seats available from abroad at the same time.

33. What kind of confession should a student who studies for free or on a scholarship do? What happens if a student does not do the work as per the confession?

Ans:

Students who study for free or on scholarship must submit a confession to work for one year in remote and one year in Sugam as assigned by the Government of Nepal after their studies. In order to prove that you have studied in a public school from class 6 to 10, you should fill in your details in the prescribed form and submit an application to the school where you have studied. After being certified by the Principal of the school, it should also be certified by the head of the education branch of the relevant local level. For this, grades 6 to 10, certificates are required. Those certificates and the form certified by the principal of the school should be submitted to the head of education at the local level. Ans:

The process of admission of students in medical education-teaching institutions will be as follows.

(a) After passing the integrated entrance examination conducted by the commission, one can be admitted to the relevant educational institution only through the process of matching based on the merit order.

(b) Minimum 5 days time is given for admission after the publication of admission list of each stage.

(c) The admission process can be completed within 35 days of the commencement of the academic session.

If the designated educational institution does not take admission, the student should contact the head of the educational institution and clarify the reason and contact the commission to solve the problem. In this regard, the Commission understands the reality and addresses the rules.

Ans:

• The merit order established through the integrated entrance examination will be maintained for one academic session.

In the case of candidates, only the latest integrated entrance exam related to national level medical education of the respective country listed by the commission will be accepted.

58. How should priority setting be done for matching?

Ans:

Priority setting for matching should be done as follows:-

(a) A notice will be published to determine the priority of the candidates who are in the process of choosing educational institutions and educational programs for the seats obtained or determined for scholarship or paid studies through the online system.

b) According to (a) above, when the commission calls for applications for online prioritization, information publication and matching system will be conducted in such a way that when matching candidates in the order of merit, integrated or separate programmatic priority order can be determined.

c) Candidates in the order of merit who want to participate in matching for studies will proceed with the matching process based on the order of priority filled within the specified time. . Candidates who miss the priority will be eligible for wrap-up matching only.

d) One should determine the priority only in the subject (educational program) and institution that one actually wants to study.

e) Before determining the order of priority, it should be determined whether the concerned college/campus is government or private and whether the number of seats is free or paid.

59. What is matching? How is the matching of candidates who have passed the entrance exam executed?

Ans:

Matching should be understood as the process of selecting students for admission to educational institutions and educational programs based on the merit order of the entrance exam results and the priority determined by the candidate. The matching of the candidates who have passed the entrance examination will be done as per the following procedure:-

• The main basis for student admission selection will be the merit order of the integrated entrance examination as per Section 16 of the Act. For the selection of educational institutions and educational programs, the medical education integrated entrance examination and the online preference filled by the students will also be taken as a basis according to section 24 of the procedures related to student admission.

• Based on the application submitted by the candidate, group merit order, group reservation percentage, priority order of educational institutions and educational programs, candidates with higher merit order should be prioritized and matched for admission.

• Candidates who have passed the examination (SLC or SEE) at the end of class 6 to the end of class 10 of the secondary level from the community schools of Nepal will be matched in the reserved seat and only if the seat becomes vacant, candidates from the same community who have passed the exam at the end of the class 10 from other schools within Nepal will be included in the matching process based on the order of merit. will have to be done.

60. Under what circumstances can the examination of the examinee be canceled?

Ans:

• Candidates should fill up their roll no. in the answer book (OMR Sheet). And they should fill up the Set in the bubble of the question paper. If in case the set is not filled (not mentioned) or the answer book of the candidate who fills the bubble is wrongly mentioned the paper will be cancelled.

• The examinees who do unlimited and improper actions such as making noise in the examination hall and the center and causing copying, will be immediately punished and expelled by the center president. • The examination will be canceled even if the commission decides to cancel it after it is found that there has been improper conduct in the examination.

61. After the result of the entrance examination, how is the merit order of the examinees determined?

Ans:

• In order to be eligible for admission, the results of the integrated entrance examination should be at least 50th percentile based on the marks obtained by the candidates participating in the respective examination.

• In the case of candidates applying from the second priority in the designated seat for the purpose of foreign student admission, the 50th percentile of the latest integrated entrance exam related to medical education of foreign countries listed by the commission or the result of the said entrance exam is in the 50th percentile, the minimum score of 50% will be maintained.

• On the basis of the integrated entrance examinations of different national levels, the integrated merit order of the candidates who have qualified and applied within the stipulated time will be determined according to the percentage of their marks.

62. What are the main functions of the Medical Education Commission?

Ans:

The Medical Education Commission is mainly responsible for determining the fees of educational programs related to medical education, determining seats, conducting integrated entrance exams, determining criteria for providing letters of intent and affiliation of educational institutions, and providing foreign study permits. • Candidates should reach the examination center mentioned in the admit card 2 hours before the commencement of the examination.

• Entry to the examination hall is allowed 30 minutes before the commencement of the examination.
